The UI of this Android app is "decorated" unnecessarily (not clean like XnRetro, for instance), but the app itself is fast and has a couple of an hundred downloadable effects, many of which are very good. Effects include lighting and color effects, frames, and overlays.
Each effect has a goofy name
but each is easily applied and the previews are fast. The border selections are particularly good. Very hard to find the one you want, though, so don't download everything at once.
