Question...
How and where (section of the .ini file) do I enable the equivalent of "ZoomLockFlag" in XnViewMP?

If you want to lock the zoom please open an image and use menu "View > Lock zoom". This setting will apply for all images when navigating using "Next file" (Page Down) and "Previous file" (Page Up).
When closing an image with lock zoom set and opening a different (or the same image), lock zoom is no longer applied. This behaviour is different to XnView Classic and looks like a bug to me.
