Usability: Position of menu items 'Export/Import files'

In browser mode, we have the main menus "Tools" and "Create". My understanding for the positioning of menu items was: "Create" was used for all functions that create something new based on the selection. "Tools" was used for all other functions.
Now, I just stumbled over "Export files..." and "Import files..." in "Create" menu. What do these functions export/import? Do they really fit into the "Create" main menu?
