Moving image with mouse makes image stick and stutter

I have the left mouse button set to move the picture, I have a long vertical picture.
If I use the left mouse button and scroll up the image does not scroll smoothly, it "sticks" and solid color lines are drawn to the point I move the image to.
If I scroll up and down the image using the sidebar this does not happen to the same degree but it will if I scroll fast enough.
So 1) Why does using the window scroll sidebar do this less than using the left button on the image? Does it use a different method? It's certainly faster.
And 2) is it possible to have a complete smooth scroll (no solid "stuck" lines) like say Windows photo viewer?
