Unable to open *.C4 files in Standard Edition

My Manager is trying to open C4 files using the Standard Edition, but she gets the following error:
She's running Windows Vista Home. I have tried installing the same program on a Windows XP Pro machine and had no issues.
According to the format.txt file located in C:\Program Files\XnView, the C4 should be present, but when I open the program and go to Tools --> Options --> Associations, it isn't showing up.
Please let me know if you can help.
