The picture is too big in file size (kB / MB) or in image dimensions (width and height in pixels) ?

If the file size is too big, what type of file did you save the scan to (JPG / TIFF /other) ?

And is the image colour, grayscale or black and white ?

Who or what says that your image is too big? There are two possible meanings: Your image has too many pixels or your image file size is too large (e.g. for uploading or storing).

With the following steps you can resize your image (i.e. convert a picture with many pixels to a picture with less pixels):
  1. Open image in XnView image view
  2. Select menu "Image > Resize"
  3. In resize dialog, choose the size that you want you have. This size depends very much on your requirements. For displaying on a screen, e.g. 800 x 800 pixels is often sufficient. Make sure you have the button "Keep ratio" checked and use "Lanczos" for Resampling (both is the default).
  4. Start image resize by pressing "OK"
  5. Last not least you can save your image. If you want to see and control the expected file size, please use the Export function of XnView (menu "File > Export..."); otherwise you can use the normal save dialog (File > Save).
  6. The file format also depends on your requirements and the image. Assuming that your scanned picture is in colour, I'd recommend to save in PNG or JPG. If you want to go for a really small file size, save the image in the JPG format, which is a lossy format and allows for highest compression while loosing a bit, often unnoticable bit of quality.
Hope this helps.
