Repositioning the pan tool

The pan tool (Tools > Settings > View > Show Pan tool)
covers the bottom right corner of an image when one is zooms in.
here are some possible ways to move it:
When the mouse is over the pan tool it could display a toggle button and/or a move icon above* it.
If one presses the toggle button the pan tool either,
jumps between the top left and bottom right,
or cycles it's position between the top left, top right, bottom right, bottom left corners.
If one starts dragging on the move icon the pan tool follows the mouse.
if it's not to hard to discover,
when one presses down the right mouse button on the pan tool,
a move image could be overlayed on the pan tool,
indicating that one can drag to reposition it.
maybe it could look something like this:

Also if the view menu doesn't become to cluttered, maybe it could have an entry to show/hide the pan tool.

If the pan tool is at the top of the screen the toggle button will have to be displayed below it.
When dragging the pan tool by the move icon and it reaches the top of the screen,
maybe the move icon could flip to the bottom of the pan tool if the mouse is above half the height of the image,
or the simplest thing might be to just move it by right mouse button dragging ontop of the pan tool.
