I would like to know if it is possible that cm is choosen as standard and not inch in the picture size window.

Could you please check whether this setting is selected:

Tools > Settings...

Exactly this is the problem. Also if I deselect this option it has no function. It is still the same.

Are you not able to select 'cm' using the drop-down menu as follows:

I can change it to cm but I don't want to do it every time again. In XnView Classic this was changeable to cm as standard.

O.K. the problem is that in the Image > Canvas resize... menu the inch/cm setting is not persistent...

Confirmed, even when the program is run with Admin rights.

Edit: Same issue for Image > Resize...

Yes, also with Admin rights it is the same issue. Also in the Image > Canvas resize... or Image > Resize... menu.
