Shifting Image (Offset)

It'll be very cool to get in the Edit\Image section the Offset operation, in my case the trouble is my two monitor screen are inverted so when i use the mosaic wallpaper option the two parts of the full picture are inverted, anyway, i'm really thinking Offset can be usefull in my case or to check the tiling of a texture or finally just to give an image 's effect
