New mouse wheel action (more like a merger)

Could it be possible to add a new mouse wheel action in which you could scroll up/down the image BUT additionally you could go next/previous file when you reach the top or the bottom of the image? it would be like joining 2 of the options already available at configuration.
For the sake of a smooth browsing experience, when you reach the bottom or top of the page, additional scrolls must be made to actually go to the next page (to act as a sort of bump) to impede you from changing images involuntarily.
