Why can I not switch on the description of the buttons?

Do you mean that ToolTips for the Toolbar icons are missing, or another problem?
If ToolTips are missing and you are using XnView Classic rather than XnView MP, there is an option for that at:
Tools > Options... > Interface > Toolbar -- Buttons tab -- Show tooltips.
It the problem is something else, could you please explain more fully, if possible with a screenshot...

I have used Xnview Classic many years. And now I want to switch to Xnview MP. But I don't mean the tooltips. I mean the icon description.

That option in XnView
Classic Tools > Options... is:
Interface > Toolbar > Buttons tab -- Show button text
I don't see an equivalent option in XnView MP and suspect it hasn't been added [yet?] ...
Unless someone else can locate it, I would suggest posting a suggestion after a short delay to add it, in the hope of getting Pierre's attention...
