arrow cursor icon when moving images not accurate

When I drag images to another folder appears an arrow in the cursor that suggest move. But it mostly only copy and sometimes move, being inaccurate and inconsistent.
If I use shift always will move with the same arrow icon and when using ctrl always will copy with a plus icon. That seems the correct behavior.

I don't mind if the default action when dragging without modifiers is copy or move, but it should be consistent giving always the same action and using the correct cursor icon.

This behavior is not new and always have been there from I remember, using windows 10 or 8.

I'm not quite sure but what you might experience could be just the normal and expected behaviour:

Default behaviour on Windows is to move a file when it's on the same file system (disk/drive) and copy it when it's on a different file system. This is the way XnView MP is supposed to work by default and from what I can see it does so.

But:
There have been some requests from several users for a setting that forces always copying or always moving. See topic Add always copy option.
