When selections can't be modified

When a selection is made using the Left mouse button, the selection can be resized or moved; when the Crop tool is enabled, the selection can also be rotated.
When a selection is made using other mouse selection button options, the selection made cannot be resized or moved, or rotated.
To reproduce:
1. In Tools > Settings > Interface > Mouse tab set for example:
3. When the mouse cursor is positioned to modify the selection, the arrow symbols are displayed correctly but the action can't be performed.
Similar behaviour when the Crop tool is used.
