I wish Xnview can Rotate image in 0.1 or 0.01 degree increment, instead of 1 degree as in current version.

Good. There have been other people requesting this, too, see topic "DeSkew or Straighten".

But is 0.01 really needed or are 0.1 steps sufficient?

Yes it is. Trust me. Ok to be honest I am not so sure my self, but I would go the 0.01 way. Anyway in experience I can say that rotating pictures with the 1-degree steps is ridiculous so I want to at least test if the 0.01 steps are ridiculous too.
