I haven't followed XnView development in the past, so I don't know what the process is like.

Once the last bug report is fixed and applied to the next beta release, what is the wait period length for new bug reports before the next Beta Release or Official Release?

What comes after beta release?
The product version that has passed beta testing is called beta release. After beta phase comes gamma testing.
