Non-Latin symbols not displayed

Hello,
I tried to search this forum using "UTF" but found nothing suitable.
The error is: I have files and folders named non-latin letters, they are just fine in Explorer but don't work in XnView, please see screenshots attached.
I configured "control panel => region and language" to my language but it didn't help.
Could you advise, please?
XnView Classic 2.45, Win7 pro sp1.
