The Canvas resize action now includes a useful Relative resize option, however the mm option doesn't work...

The other Relative options percent, pixels, cm and inches do work.

Looks like a serious scaling issue.

This problem is supposed to be fixed in XnView MP 0.94. Please check and confirm the bug fix here.
