Using F3 to open an image in its associated program always asks how to open

I often hit F3 to open an image in its associated program.
However it asks me every time which program to open it with, even though I keep ticking the "Always use this app to open .JPG files" box.
Opening the same file from Windows Explorer correctly opens it with the associated file.
I've tried running XnView as admin, but no difference.
Why does it insist on always asking me this?
