I use XnResize to resize some manga and this happens: https://imgur.com/a/hPQRaJq
As far as I know only some, not all png are affected, and only .png. Jpg doesn't have this issue.

Sorry for the extremely late reply, I just use the default setting. However, after digging around I changed the filter to Lanczos and the problem disappear. Everything's cool now.
