Change Date Stamp - video clips

Situation
I have a situation in which I have many past DVDs, BDs on which I have stored TV shows, news casts, and some personal video clips. Some of these are in the format of .CDR, .MPG, .VOB. Since I personally don't use optical media any longer I have been using Handbrake to convert these to video medial files (.MP4, .M4V, .MKV, etc.) to store long term on my server.
Problem:
The DVD, BD media has the original date/time stamps from 2003+/- forward, but the created media video files have today, 2020, date and timestamps. I attempted to use XnView MP to simply change the timestamp and ideally the title. In a couple of cases I actully could change the date, but mostly I can not, in particular the .MKV files.
Question
Is there a solution? Is there a way, or can it be developed, to be able to modify the new video media files (.mp4, .mkv, etc.) to match the date/time stamps of the original optical media. Thanks.
