Filter for pixel size for converting?

Hi, I'm looking to do a batch conversion of all JPG image files on one folder. The folder contains thousands of JPG files.

Can I do the following?

For JPG files larger than 800x800 pixels, resize to 777x777 AND optimize for file size for web (compression and DPI = 72).
And, for JPG files SMALLER than 800x800 do NOT resize, but only optimize for file size for web (compression and DPI = 72).

I can run two batches for each of the above if necessary.

Currently there is no way to convert only some files following a condition
