32-Bit Support a Consideration?

Finally I found a program that I think can handle almost all my texture res-sizing formats, what a great discovery.
Well of course it seems too good to be true, since I can't even use it. That's because I'm using Windows 7 32-bit, would the Developer ever consider adding support for 32-bit Operating Systems?
