0.98.1: Pictures are a pixelated mess with non-bilinear zoom

Windows 10 Pro version 20H2
Pictures are extremely pixelated when opened in full screen from file explorer.
Effect: display glitch
To reproduce:
1. Open the attached bugged.png from file explorer, so that it opens in full screen.
Actual behavior: the image is a pixelated mess, as shown in the screenshot fullscreen.png
Expected behavior: the image is displayed correctly, like in the previous version.
I'm not able to pin down what triggers this.
* It happens with most but not all images. I've attached fine.gif that doesn't trigger the issue.
* If I use the mouse wheel to switch to another image, then back again, it displays fine.
* With my usual settings, simply switching Settings - View, High zoom quality: Zoom-out & Zoom-in, to Bilinear makes the problem go away.
* If I start over with fresh settings, then there's no issue with non-bilinear zoom, so the problem must lie elsewhere. I have too many custom settings to start over, or to determine which one is at fault without some guidance.
