Frame tearing when moving the image.

How do I turn on V-sync?

But seriously, I don't know what else to add. You can see everything in the screenshot.
As you zoom in and drag the image, similar distortions appear. Basically it goes from left to right, decreasing downward. But if you move the image more quickly, the distortion can go straight to the center.
With this kind of problem the image is constantly twitching and jumping around, and it is not pleasant to look at. This is especially noticeable if there is a lot of text in the image.
I have tried changing any settings that may somehow relate to the problem. I also deleted all the files in the settings folder, thus returning it to the default settings. I even downloaded the first portable version of the program from a search engine. I even updated my GTX970 driver but nothing changed.
If I change Layout and change the theme, the problem may disappear for a short time, but I have not been able to get it to work. Maybe the problem disappears only once and by changing the theme, and I have to restart the program to heal it again.
Now, for example, I ran the program twice in a row, switched from a dark theme to a black theme and back to a dark theme, and the problem disappeared for a while. But then the success could not be repeated. As I said, no clear pattern could be identified.
Also, sometimes it helped to change the Layout, but there is no clear pattern.
Unfortunately, I have no way to test the program on another computer, but even so I do not see in my build anything abnormal. Normal PC, the program is installed on an SSD.
