Embedded Preview in RAW not rotated according to EXIF orientation tag

In Preview, embedded preview images in Camera RAW files are not rotated according to its EXIF orientation tag.
When I choose the option "Camera RAW, use Half size(or Full size)", the image in Preview rotated properly.
