Identifying when a Photo was taken.

Hi,
I am trying to identify when a photo was taken where the EXIF data has all been deleted. Loading the photo into XnView MP I can see a date stamp on the Files Icon field. Does this 100% correspond to a date the file was created please? Example of the data is below.
