Settings - remove tabs | add filter | move Catalog and Metadata to root level

Settings
horizontal tabs are inconvinient way to arrange settings:
- groups are hidden from left navigation panel
- sometimes location of groups is not obvious and you need to click several elements in the navigation bar


Suggestion A

• move all Tabs to the main list
  Simplify structure by moving almost all tabs from details to navigation section (limit levels to 3 deep max)
  Once it is done it will be easier to shuffle items/groups further to make structure cleaner.

Suggestion B

• add filter functionality to narrow down settings tree

Suggestion C

• move Catalog and Metadata to the root level as they are global settings
