Can no longer Show Tags

am using XnView MP 1.3.1PORTABLE on a non boot drive
I am running Windows 11 pro
It was working fine until I reset my windows drive and now, it no longer word when I try to show tags via the menu. No errors just nothing
I extracted the ZIP to the desktop and it DOES work correctly
The security settings on both allow everyone full access
It may be a windows or other setting
Any ideas?
