Incorrect operation of the command -resize longest (shortest)

Good afternoon,
When using these commands, I encountered incorrect operation.
A task. Change the image sizes proportionally on the short side.
I used the command (I show only the main ones):
As a result, incorrect resizing. The same result is with the command:
-ratio -resize longest 400mm.
Is this a program error or am I doing something wrong?
