Resizing image results in bad image

Resizing the attached image (Front.jpg) results in a bad image (Front-big.jpg) on my Windows 11 laptop using the latest version of both Windows 11 and XnView MP. It makes no difference whether I make the original picture smaller or bigger. The issue is not new, but I do not recall since when I experience this problem.
On my MAC I do not have this problem.
How can I resolve the problem on my Windows laptop?

Using Image > Resize... ?
I can't reproduce with 1.4.2 in Linux, not Windows.

Yes 50%. Some revisions ago that was no problem. Unfortunately I do not recall which version the problem started.

Today I tried to change the size of a picture, making it smaller and bigger with different percentages of sharpening. The sharpening appears to be the crucial thing. From some 85% and up the quality of the picture is going down.
For myself I decided to not use sharpening and if so, to stay below 60%, as the impact of sharpening is not always very clear to me anyway. So as far as I'm concerned we can close this discussion.
