Confusing mysterious rotate buttons - lossy or lossless?

What is the difference between these two rotation options?
Are buttons at [1] lossy rotation ? Or are they both lossless rotation?
Pop up doesn't say what kind of rotation those buttons are. But Icons are different - one has file icon in it, the other one one doesn't..
If they are lossy, there should be warning added about changing of file.. Because I accidentally have rotated several photos using rotate option 1.

I noticed that subsampling has been changed after using the 1st rotate option. From YCbCr4:2:2 to YCbCr4:4:0.
