Freezing of program when HDD is 100% load.

I have slow PC when for instance using Photoshop and exit my HDD used 100% because writting or reading to pagefile.sys then at that time i open XnView MP and i am getting loading screen, i wait until my PC HDD usage went to normal level ~30%, however XnView MP never finished opening, it has frozen and had to be terminated.
On second attempt when HDD was not used too much XnView MP opened almost instantly.
