issue A
pan tool is not available for animated .gif

issue B
pan tool appears after editing image, eg
- Image > Remove alpha channel while .gif is playing OR
- pause .gif and apply any adjustment/effect
however, image in pan tool will not update after changing page

Not a bug, pan is not available for animated file

yes because its no more an animated file but still image
