Conversion doesn't work when quality set to 100%

Hi all, I am on version 1.98 and when i convert from jpeg to heic, it does not work, i get no thumbnail and photo will not open in any software
I have all extensions installed and heic directly from my phone open normally, i also found a small windows store app called image converter which outputs a usable heic photo
I would obviously prefer to stick with xnconvert as i have been using it for years, can anyone advise if it maybe a settings issue or just a problem with the program
*Edit* - After some trials, I found that the problem only exists when output with 100% quality, even on 99% the heic file outputs normally
