Absolutely right!
A few days ago I was about to make the same post - a completely unnecessary empty box for untagged files, and even more: small marking icons (tag, labels, stars), unnecessary square brackets in fullscreen, and other ways to display tags, labels and stars in different views. Not very legible and confusing.
For example, again: FastStone - has it perfectly done, everywhere te same markings (maybe in fullscreen view tag could be bigger) in the same places.
I have prepared a few screenshots and propositions on what could be done to make this program more readable and friendly. Because currently, for example, to see which files are tagged and which are not, we have to look intensively.
1. Browser tags, labels, stars - please do them bigger and more visible (checkbox icon, green square or big dot, or cross, and untagged photo without any icon, just empty space.
Personally - I think colour square box is the best - eye catching in thumbnail view or fullscreen,

2. Inconsistent markings between thumbnails, preview of thumbnail, viewer and fullscreen (maybe somewhere else). Different looking, different placed, not visually synchronised, incosistent. Not good for visual memory. Viewer - personally I don't use this type of mid view, but could be consistent to others.

3. Fullscreen and tag view - please, can square brackets be removed from this type of view if photo is not tagged? It should be like that if there is no marker, it is an empty space (currently there are empty brackets) and when the photo is marked, you can see only a cross (X - size regaulated in setting like it now), or a bigger color square (or round) box, or a larger tick icon. It could great if it will be consistend with view of thumbails and thumbnail preview tag, but not necessary. Visibility first, and untagged file = empty space.

Thanks much!
