1.6.3 After resizing Pictures show jagged

I have a high resolution image of like 5400x5400 pixels and I resize it to 200x200:

I also tried other resizing Methods like Lancoz2 to no avail.
Direct Screenshot result looks jagged on100% display on a 4K Display. In XnView it actually looks smaller. Same as the image below.

When I open the Image in Microsoft "photos" it looks smooth and smaller:
Very confusing.
BTW: When zooming I get very odd zoom factors: 200-142-100-71-51-35-26-18-13%

But I had that with other images also. So it is not necessarily this. I don't know if it is just the display mechanism. but when showing 100% or at least like 1 pixel of image is 1 pixel of screen there should be no jagged edges.
But if I open the resized version in a browser or with the microsoft photo app it looks all fine and smooth. well, could be a bit better in the browser though. Maybe resizing algorithm is not ideal for such graphics.
The microsoft photo app seems to smoothen images on display.

You have not the same result when showing the reduced 200x200 image in XnView & default Photos app?

- Is High zoom Quality in the View menu activated?
- Is Zoom on HiDPI screen: 1 image pixel equals 1 screen pixel in Tools → Settings… → View → View activated?

Relative step to
Fixed step in
Tools →
Settings… →
View →
View.

When activating HiDPI settings the images actually look much larger which doesn't make sense on my Macbook Pro.
There is no "High zoom Quality" settings (anymore) in 1.9.2. Maybe the antialias settings is it now. strange that zooming in doesn't have any settings by default.

i've tried on Mac, and can't reproduce. if you save the reduced image, and open it, same problem?
