VAT problems purchasing license via mycommerce/Digital River

It is impossible for me to use a VAT number with them as their "validation system" is constantly down. their support is pathetic. I have emailed multiple times over months, they are not having basic comprehension skills (asking for an order while I clearly explained that I haven't placed one) nor offering a solution or even fixing it in the first place. So they are chargimg VAT when it should be exempt.
Result: I am not buying a license with them.
