Hello,
When I select part of a picture file, the cursor turns into a four way arrow, and I can move the selection box around the picture.

Can I make a selection and have the cursor turn into a zoom tool to zoom that portion of the picture?

use XnViewMP, where you can middle click on the selection to zoom in
