Because the Pan Tool obscures the image it would be helpful if it were easier for the user to turn it on and off.
* It could be added under the View Menu
* Made available as a customisation button one can add
* Have a little toggle symbol on the bottom right where the zoom control buttons are (I think ideal!)
* Provide some keyboard shortcut for it
I would think any of these options would be fairly easy and effective, particularly the symbol on the bottom right where the zoom control is, because that's just where the pan control appears anyway.

Show Pan tool is an existing option in the Tools > Settings > View menu, but you would like an option directly selectable from the viewer, such as View > Show Pan tool?

Yes that's right. My suggestion is among anything implemented to include a toggle symbol bottom right with the zoom controller
