JPEG-LI embedded thumbnail defective

If I save a file as JPEG it appears to save the exif Thumbnail, but if I save the same image as JPEG-LI (same settings, rebuild thumbnail) it seems it doesn't or is defective.
Specifically, I'm using the online exif data viewer at https://jimpl.com on the images so saved, and those saved as JPEG report a thumbnail size of some KB but those saved as JPEG-LI report a thumbnail size as 0.
This seems to be consistent so I'm guessing it is easily reproducible...
