need some consistency in navigation commands as file/frame are in Keyboard tab, Page are in Shortcuts tab

Suggestion
A - keyboard

• add modifier keys (same as for mouse)

• add file/frame/page navigation commands
  issue of this approach - file/frame/page navigation commands are scattered in Keyboard and Shortcuts tabs

• sort items in comboboxes

B - shortcuts

• unify location of keyboard navigation commands
  • move all commands in arrows/space comboboxes from Keyboard into Shortcuts tab
    since there are already page navigation commands there
  • 'Automatic navigation (file/panning)' may not work with this approach
    I would set Panning to Ctrl+Arrows (like in Nomacs)

• add separate bindings functionality
  so its possible to assign multiple keys to the same action (same as in ACDSee, Imagine)
