How to make jpg open on screen and not in task bar?

When I click on a jpg, an icon appears in my task bar and then I have to click the icon in the task bar before the jpg appears on my computer screen How can I fix this so that when I click on a jpg, it open directly on my computer screen. I find this 2 step process VERY annoying. Please help

with your .ini, i'm not able to reproduce. the picture is opened in XnView, and shown
