I have when need to use this UI controls.
Couple of solution suggestions:
1. let user reorganize tabs to their taste so that they can move most used ones to the left.
2. apply "word wrap" for tabs so that if there is not enough space for all to be visible then the ones not fitting to view will go to 2nd tab line
Ps. although in Read page this is less of problem it could be applied there as well. E.g. for me HDRI , PCD, probably OpenEXR are very unrelevant and would move them to end.
