EXIF - thumbnail

There is a menu item: EXIF - thumbnail - Rebuild.
I would like to view the EXIF thumbnail embedded in the JPG file.
Where is the EXIF thumbnail displayed?

it's is used as thumbnail in browser (if use embedded thumabnail is enabled)

The use of embedded thumbnails is enabled.

Exif does not work as expected

I have several thousand scanned images of documents. When displaying them, a gallery of all images in a folder is always created. I hope that the mini images will speed up page loading.

Until now, I haven't concerned myself with the issue of EXIF thumbnails.
Now I have an idea of how to recognise their presence.
The EXIF tab in XnView displays the following:
  • Thumbnail
    Compression 6
    Orientation top-left (1)
    X Resolution 72
    Y Resolution 72
    Resolution unit Inch
    Thumbnail offset 38870
    Thumbnail length 5845
The display shows that there is an EXIF thumbnail. OK.

‘Clean metadata’ does what you would expect. OK.

However, ‘EXIF thumbnail - Rebuild’ does not generate a new thumbnail.
Do I have an incorrect expectation or an incorrect parameter?
