1.98 installer wants to shut down Windows

Just installed 1.98 upgrade over 1.95, Win11 Home X64.
With the option to install the Shell Extensions, it wants to basically shut down Windows. Technically it wants to close explorer.exe which is the GUI for Windows. If I leave the option to install the extensions and then refuse to let it close the explorer.exe process, it refuses to proceed. If I uncheck the option for the extensions, the program installs without issue except a warning that a version of the extensions are currently installed and won't be removed.
