In the "Webpage Create" dialog the user can specify the template folder.
From what I can see, 99.5% of the users never change the template folder. I suggest to put the input focus when opening the "Webpage Create" dialog on the field "Template".
Not quite sure, but I think the setting "Template folder" might even become a hidden option which could be set in the .ini files.
