0.99.0: Time always changes to 00:00:00

XnView: MP 0.99.0 - 64 bit
OS: Windows 64bit

When the timestamp is changed the date is correct but the time always changes to 00:00:00.
First noticed on a fresh install, then tried to reproduce on 0.98.4, no problem there. After update the problem occurred.
Edit: standard install settings, no changes

Effect: Not possible to change the timestamp (except date)

To reproduce:
1. Select Picture
2. Tools
3. Change timestamp…
4. Specific date & time (choose time and date)
5. All boxes ticked (not necessary)
6. Write

7. Check the values under properties

Actual behavior (bug): Time is set to 00:00:00

Expected behavior: Time is set to chosen time and date
