1.3 - settings - format's quality slider

Settings -> Formats -> Write tab

Suggestion 1
Make Quality slider consistant for all formats:
- WebP -- OK
- JPEG-2000 -- not Ok
- JPEX-XL -- not Ok

Suggestion 2
Place Lowest / Best lables below scale line.
It will provide better readability (from high to low important info) and lables will not look deattached from scale line.
