I don't know, please read this link
http://www.adobe.com/support/downloads/ ... ftpID=3364
Maybe if you read Adobe End-User License Agreement be distinctly.

Compatibilty, there I find:

"The Camera Raw 3.4 plug-in is not compatible with versions of Photoshop earlier than Photoshop CS2 or versions of Photoshop Elements earlier than Photoshop Elements 3.0"

I don’t thing that ACR (Adobe Camera Raw) is free. It’s the best/most used Raw Converter among photographers (OpenRAW organization survey). And it can be used only in CS2 (not CS etc) so it is quite obvious that it isn’t free. Adobe is probably making a lot of money only from their RAW handling software witch is a strong force to make you buy Photoshop (especially for pros).

Wikipedia – Adobe Photoshop wrote:The latest version comes with Adobe Camera RAW, a plugin developed by Thomas Knoll which can read several RAW file formats from various digital cameras and import them directly into Photoshop. A preliminary version of the RAW plugin was also available for Photoshop 7.0.1 as a $99 USD optional purchase.
