100% CPU on startup if blocked by firewall (0.39, x64, W7)

xnview tried to contact HTTP duncan.xnview.com and I blocked it and made a rule to always block HTTP out by xnview.exe and now xnview.exe GUI is frozen and the process is running at 100% CPU. Sysinternals screenshot:
